某市女市長突發奇想，下令不計教育背景、工作經歷等，適齡的年輕人都可以報考警校。一時間，西班牙口音的花花公子喬治、擅長口技的喬維、懦弱的胖子巴巴拉、不愛紅裝愛武裝的湯普森（金?凱特羅爾KimCattrall飾），以及被父親好友里德上尉強制塞進警校的惹事泊車仔馬哈尼（斯蒂夫?古根伯格SteveGuttenberg飾）等人涌向警察學院。與此同時，警校方面痛感嚴格傳統的喪失，拉薩德校長令哈里和卡拉漢兩教官在接下來的14周時間內對學員嚴加訓練。這班背景各異的學員絕不是省油的燈，從武器癡迷者到夜夜化妝進入女寢尋歡的大情人無所不有，哈里少尉從學員中選出兩人擔任班長以配合自己的鐵血教育，然而這一切都無法阻止一心求被開除的馬哈尼的惡作劇……
