本劇講述了經歷過血腥動亂后成為皇帝的羅馬皇帝維斯帕先（安東尼·霍普金斯 飾）統治時期的歷史。維斯帕先日漸老邁，他一方面需要面對來自羅馬上層貴族精英的鄙夷，一方面要提防他們欲取而代之的企圖。
